Paragraph 14. The Captain
Superintendent of Folice reports as follows:-
"There has been some mistake in
this matter. The kidnapper in question is Chan To, and t-he
incident is said to have occurred a month or more before
the date of the meeting at which Mr. Lau Chu Pak spoke of
it. He evidently believed that Chan To had been banished
and that the detective sent to arrest him acted in such a
way as to give him the tip to clear out. Now as a matter
of fact the Banishment Order for Chan To was not issued
till the 5th. July and Chan To was arrested and banished
two days afterwards. Someone may have gone to his flat and
asked for him in the course of the preliminary enquiries
about him, but whother it was a detective or a District
Watchman or neither I cannot ascertain. Any way the fact
that he was arrested and banished directly we got the
warrant seems to dispose of the suggestion that the
detectives were trying to shield him."

With regard to the suggestions
made by the Committee I would observe that the suggestion
made in paragraph 16 is being acted upon. The enforcement
of the sections referred to had latterly fallen somewhat
